In your climate you really don’t need a vapor barrier (ever), but you do need a capillary break between the interior leaf and exterior leaf to keep the interior paint or other finishes from failing or growing mold due water wicking in from from the exterior after rain/dew events.

The cavity in a cavity wall provides that capillary break, but closed cell foam will do almost as well as a capillary break. Some non-expanding injection foams would not be nearly as good, nor would open cell foam.
