Even if it’s warm during the day, the paint won’t form a good film if temperatures drop too low at night. The colder temperatures and moisture on the surface can also result in staining or mildew.  The air, wind and humidity are pretty much beyond your control but some of the others you can influence. If it is so cold out that the ground is frozen don’t pour concrete under any circumstances. The problem is that when water freezes it takes up more space in the ice phase than it does in the liquid phase. I fear our mortar will need an additive. Accelerators are sometimes mistakenly thought of as “antifreeze” admixtures. All masonry materials should be protected from rain, snow, ice and moisture from the ground.
Materials should be placed on a tarp or canvas sheet (to prevent moisture seeping in from below), in addition to being adequately covered. Heating prepackaged materials such as cement and hydrated lime has long been a problem for brick masons.
They maintain the proper curing temperature no matter what changes in weather occur, keeping the mortar bond strong and lasting. If the masonry is rewetted, the architect or engineer should specify how the masonry should be wetted and how to test if the procedure worked.

The government is saying that because we have had a milder winter that we should have already started work. If it is too hot then the concrete can set too fast and cause shrinkage cracking. I wait until warmer weather to do anything?

However, they seem to be less resistant to dirt buildup.  and it holds up well to cracking and fading—important if you live in an area that’s sunny, hot, and dry. All it takes is a bit of melt water to run into a few cracks in the materials and refreeze. Boom, you have possibly ruined or weakened materials that must be replaced before you can continue. As you can imagine cold weather masory is for skilled masons only. Heating the mix water, possibly the sand, and holding the mix above 40 degrees before placement.
Thawing units, laying them relatively dry, and heating them when the temperature dips.
Protecting the work during and/or afterward form cold and moisture.
Ususally more noticeable at vertical “head joints”.
Spalled unitswater freezing internally.
When extreme temperatures are involved it usually takes more than one mason to exercise the necessary controls plus manage the assembly work. and I can’t imagne a mason (skilled or not) electing cold weather masonary when it wasn’t absolutely necessary.
You’ve protected your materials, kept them warm and dry, and your masons – who are also protected from the weather – are laying up units easily because you’ve taken the necessary precautions for the winter temperatures.

After your walls start going up, it is important to keep the newly laid masonry – especially grouted masonry – from freezing until the grout has reached initial set, the units have absorbed most of the water, and the related risk of freezing is diminished.
